No they don't. It is a violation of copyright law to do that.
What they do is sell you a copy under a different (and proprietary)
license which will allow proprietary software to link with that version
of their libraries.

this is not the 'Gratis Software' community, but the Free Software
community (go read http://www.fsf.org/philosophy/free-sw.html )

You can charge for copies of your GPL'ed program using MySQL's GPL'ed
libraries. Look at RedHat, they do charge a lot for RHEL AS...
