I'm not clear what the distinction is.  It's a new project that has 
brought in a lot of the effort and research that went into RH9 and 
then it was changed/improved to create the Fedora project.  Some 
people prefer to think of it as an extension and under their breath 
mutter RH10; others think of it as a brand new direction that has 
taken many of the ideas from RH and other places.

In the end, you'll develop your own opinion as you use it.
