If you're using KDE, go to the Control Center, choose System Administration ->
Login Manager. There, click the Administrator Mode button at the bottom,
which will prompt you for the root password. In the Sessions tab, look at the
Allow Shutdown group, which contains the Console drop-down. There, choose
Only Root. Click Apply. That's it!
