cpu idle time and snmp

Hello,
I would like to monitor cpu usage of box A with Fedora
Core 1 using snmp from box B with
windows 2000 and openSTA agent (www.opensta.org).
The value I receive is always the same and doesn't
change value during the monitoring interval.
So i try to get the cpu usage through snmp directly on
the box A typing
snmpget -v1 -c public localhost
.1.3.6.1.4.1.2021.11.ssCpuIdle.0
or
snmpwalk -v1 -c public
localhost.1.3.6.1.4.1.2021.11.ssCpuIdle.0
and i always get
UCD-SNMP-MIB::ssCpuIdle.0 = INTEGER: 89
(i get the same value with version -v2c)
i'm sure the cpu idle % is changing because vmstat
reports the correct values.
i'm using
net-snmp-5.1-2.1
net-snmp-utils-5.1-2.1
any ideas?
