Webmailsystem umlauts missing

Hi,

I have a problem after I moved my webmail system TWIG from RH 9 to 
Fedora 1. I'm using php-4.3.4, httpd-2.0.48:

The german umlauts aren't displayed anymore..., they are replaced by a 
question mark in my e-mail-signatur, in the e-mails and the menue topics....

If I write a new mail, I can use umlauts.

Any ideas what could be wrong here??
