/etc/rc.d/rc.local is symbolically linked to /etc/rc.d/rc#.d/S99local
where # is your runlevel.  So it is actually executed at the tail end of
the boot process.

Of course the /etc/rc.d/rc#.d/ files are called by inittab line that
runs /etc/rc.d/rc #
