This is Fedora being over-cautious. According to the manual, you can safely
run kppp SUID root (of course, you know your situation better than I - is
your machine single user, etc...)

So you can do

chmod u+s /usr/sbin/kppp

then run /usr/sbin/kppp directly (to avoid running consolehelper, which asks
for the root password).
