Well wvdialer is the program on gnome that does the same thing. But if
you want kppp to work as a normal user I call it as /usr/bin/kppp,
rather than /usr/sbin/kppp. In the past I have made kppp ans well as
pppd SUID root, but probably it would be enough to put in your
ifcfg-ppp0 the line USERCTL=yes
