As has already been suggested, this is your problem. If the file
/etc/sysconfig/syslog exists (and it probably does) your changes to
the "SYSLOGD_OPTIONS" in /etc/init.d/syslog are ignored. Add the "-r"
to SYSLOGD_OPTIONS in /etc/sysconfig/syslog instead.
