rpm -q system-config-network --changelog | grep ipsec
- check for ipsec-tools and dynamically display ipsec tab
- removed ipsec tab
- more ipsec stuff
- double click for hardware and ipsec

And you still think that system-config-network is no frontend for ipsec?

redhat-config-network (FC1) -> Cipe
system-config-network (FC2) -> Ipsec
