redhat-config-services not working

Hello

I can not monitor  installed services  under the setup cpmmand or gnu 
services or
redhat-config-services .they can not start to see the services.
when I run redhat-config-services on my box , following errors shows up :
/etc/init.d/3 [Errno 2] No such file or directory: '/etc/init.d/3'
