menu pannel in FC1

i use nfs/nis for users, server running rh7.3
client machines run FC1

i have a typical problem with the X desktop in gnome/kde

the "Application Menu" buttion in the pannel does not work

until i dont click on it, other buttons in the pannel work
once i click on the Menu button(with no output), all other buttons also
stop functioning.

now suppose i log off and try logging in again...

it will give me an error saying

Some things, such as themes, sounds, or background settings may not work
correctly.

The Settings Daemon restarted too many times.

The last error message was:

Child process did not give an error message, unknown failure occurred

GNOME will still try to restart the Settings Daemon next time you log in.

and one more dialog saying...

I've detected a panel already running,
and will now exit.

KDE does not startup at all. it shows a blue screen and hangs. i have to
kill X after this

please suggest a solution. otherwise i will have to shift to icewm or like
