Use Applications>System Settings>Language and chose English (if you have 
installed it). To write in french, edit /etc/X11/XF86Config and in 
keyboard section replace 'Options "XkbLayout" "en"' or whatever you have 
there with 'Options "XkbLayout" "fr"'
I don't know why the files you created in MDK doesn't display correctly 
- i had such problems only with win created files (bad unicode)
