the .fr in libmad-0.15.0b-3.fr indicates that it's installed from
FreshRPMS. Add the following to your yum.conf file, then run "yum install
libmad"

baseurl=http://ayo.freshrpms.net/fedora/linux/$releasever/$basearch/freshrpms
