Fedora support etiquette, need suggestions

A lot of people coming from windows have no idea how or where to look
for such information. Or even how to ask once they have exhausted the
references they can find. A lot of users naturally look for the
documentation from the distro itself. What about other sites such as
fedoranews.org fedoraforums.org etc.? How do people know about them
outside of google? Unfortunatly these questions do not answer themselves.
These are what this guide will attempt to answer and steer new users
toward that end.
