Is it possible to no one uses CBQ in Fedora !?

Just before few days I install Fedora Core 1. Everythings work fine on first look. CBQ works too, but not with TIME=.... parameter. Shaper work, but it doesn't change speeds when I run "cbq timecheck" - speeds temains the same!? On RH9 there is no problem - timecheck works!?
What is different in Fedora and how to make my cbq timecheck works!?
Anybody have a solution?
