localhost Connection Refused.

is the httpd service started ?
do as root : service httpd restart
in order to access a 'port' you need to start a service that creates a
socket on it.
check : man chkconfig
chkconfig --list | grep on to see your startup services and replace 'on'
with 'off' to see the stopped services.
