There's a difference between configure and adjust. Configure sets the
clock for personal preferences and adjust (which needs the root
password) sets the time and allows for ntp adjustment.

One caveat is that if your RTC on the motherboard is broken ntp may
error out if the difference is too great from its initial setting when
first enabled.
