The security is not really so crazy/tight if you think about it.

Linux can have a long list of network services that would be at risk
if any non-root user could break or misuse network
links.

And yes I do agree with you.  The setup tool should prompt for a setup
result where non-root activation was permitted and perhaps multiple
dial up accounts as well.

I thought I saw a message pass that all was working for you so
