Much simpler, no single user mode necessary. When asked during bootup
whether to run interactive service start, then pres "i" or "I". When
coming to the time service choose no.

But this does not fix the situation. The OP has to check what is
miconfigured. Normally the boot process would not stop completely if the
ntpd service can not sync with a remote time server.
