control the sensitivity of the mouse wheel in gnome?

Hello.  Does anyone know how I can control the sensitivity of my mouse wheel in gnome?  Or is this an application specific issue.  Currently in some gnome applications a short turn of the wheel pages too quickly through a document.  I looked under the mouse preferences window but you cannot control wheel events there.  Thanks.
