Did you manually edit the named.conf file or even the rndc.conf file? In
the named.conf at least is broken syntax, because you use "#" signs, and
because of other brokenness. This is no valid comment sign. Either put a
"//" in front of a single line you want to comment, or use "/* */"
around a part of several lines you want to comment.

The named.conf is invalid. Check the { } pairs. You puzzled the order of
the entries.

Attached a corrected named.conf which should work.
