Oracle Database Creation Woes

I installed oracle 9.2.0.4 and patched to 9.2.0.5. I am now trying to run dbca to create a test
database and when entering the "Creating data dictionary views" phase in the process I get the
following error:

ORA-29807: specified operator does not exist.

I have the option to Ignore or Abort.

Has anyone else seen this problem? I have followed the metalink documention to install on FC2, so
I'm not sure what I missed. I am installing on a vanilla FC2 system with all updates including
kernel as of this morning.
