Simply create a vhost for each user who should get a webspace. That is
trivial. The Apache website has documentation about setting up different
types of vhosts. Point the DocumentRoot to the directory you wish to
use, i.e. /home/<user>/www/html.
Just be aware that you will have to modify the SELinux policy. Else
SELinux will prohibit access to these website with non-standard
DocumentRoot.
