Try:
$ rsync -vv \
rsync.mirrorservice.org::download.fedora.redhat.com/pub/fedora/linux/core/updates/4/i386/glibc-common-2.3.5-10.3.i386.rpm

That will hopefully complete the file for you.

P.S. The clock on your computer appears to be around 6 hours fast.
Please fix it.
