gpg problem

When i try gpg --search-key 0x?????
i obtain :
gpg: WARNING: unsafe enclosing directory permissions on configuration
file `/home/tanguy/.gnupg/gpg.conf'
gpg: external program calls are disabled due to unsafe options file
permissions
gpg: keyserver communications error: general error
gpg: keyserver search failed: general error

what's the problem and how to solve it ?
