there is a readme file included in the RPM that is installed
/usr/share/doc/yum-utils-0.2/README

also passing the --help argument to the commandline utilities that are
installed will show detailed information. To see what's installed you
can run: rpm -ql yum-utils-0.2-2.fc4
which lists the following:
/usr/bin/package-cleanup
/usr/bin/repo-rss
/usr/bin/repoclosure
/usr/bin/repomanage
/usr/bin/repoquery
/usr/bin/yum-builddep
/usr/bin/yumdownloader
/usr/share/doc/yum-utils-0.2
/usr/share/doc/yum-utils-0.2/README
