Empty USB hard drive shows 81% full

OK I don't know what the problem was.

I put 3GB of files on it using a windows machine
and now it shows the correct usage.

$ sudo df -h /media/SHUTTLE
Filesystem            Size  Used Avail Use% Mounted on
/dev/sda2             5.3G  3.2G  2.1G  61% /media/SHUTTLE

Go figure.
