drwxr-xr-x 109 root root 12288 2007-07-17 04:20 /etc
[gordon at vagabond:~]$ env LC_TIME=en_US:en ls -lad /etc
drwxr-xr-x 109 root root 12288 Jul 17 04:20 /etc

It sure does.  "en_US" and "en_US:en" are not the same.
