FC6 Issue with Cups after update

SElinux is enabled. The permissions are:
-rw-r----- root lp user_u:object_r:cupsd_etc_t /etc/cups/cupsd.conf
# service cups start
Starting cups: [FAILED]
[root at blue ~]#
Message from syslogd at blue at Mon Jul 30 19:31:55 2007 ...
blue cupsd: Unable to read configuration file '/etc/cups/cupsd.conf' - exiting!
The lp account should be able to read the file:
su -s /bin/bash lp -c "sha1sum /etc/cups/cupsd.conf"
86a0f94e8d77579640d7b202660adc15e38794e3 /etc/cups/cupsd.conf
I am stumped.....
