That's two different issues. Noexec was brought up, I just mentioned
that allowing exec in home is a security risk. I don't know if the
original poster really needs to do have a ~/bin/. There are ways and
means of avoiding needing ~/bin/, for some things. It's safer not to
have home mounted exec, but some might have to.
