F7: Desktop Effects bug with nVidia GPU

The "missing titlebar" issue happens when compiz loads but 
gnome-window-decorator doesn't. Try running (from a terminal) compiz 
--replace and seeing what happens. Try running gnome-window-decorator from 
a terminal too - either and/or both should spit out text if they don't 
work right...
