Is It possibel to have xawtv on Fedora 7 ?

Thanks, but what i really need is v4lctl (that comes with xawtv) to set 
the /dev/video parameters to stream with gstreamer:

gst-launch-0.10 v4lsrc device=/dev/video0 !
 "video/x-raw-yuv",width=320,height=240 ! ffmpegcolorspace !
 theoraenc bitrate=80 ! oggmux name=mux ! shout2send ip=xx.yy.zz.kk
 port=8000 password=hackme mount=test.ogg { mux. }
