Yes, GRUB does, but the kernel doesn't.  The root() business tells GRUB
where to find its next stage.  Then it's going to try and boot an OS,
and the kernel line provides the parameters that the kernel wants to
boot, in the format that the kernel needs.  GRUB's out of the equation
by that time.
