configuring Selinux on a different port for Apache

Hello there,
I have a problem when I try to open the port 712 tp allow http request 
through.  Here is what I get:

[root at localhost ~]# semanage port -a -t http_port_t -p tcp 
712

found

structure                                
libsepol.port_from_record: could not create port structure for range
