f8: NetworkManager + runlevel 3 problem

Then when the system start F8 should do:

1) start network
2) start NM only when the user login via GNOME.

and when I switch from runlevel 5 to runlevel 3 the system Should be:
1) stop NM
2) condrestart the network

But now F8 do not do so.

is this right?
