No they don't do that. The package at my brother in law's, where my server is
hosted, has 2 IP addresses as part of the base package and a third IP
address a la carte.
They make it look like you are attached to a /24, as the DSL modem is
a bridge. On their side they proxy arp requests for other IP addresses in
/24 that aren't local.
