f8 - can not log out of kde

i thought that this had been covered but a search back thru passed post
does not find anything. tho i may have tried wrong search words.

left clicking on desktop to brings up 'application menu', or right clicking
on desktop to brings up 'desktop menu' to get 'log out', or clicking on
'lock/logout' applet in task bar, do not always bring up 'end session for ..'.

just what needs to be done to bring up 'end session for ..'?
