You mean modem status indicator (html page on modem) indicates ~4MiByte/s 
(working from memory of dsl round here), and you are seeing transfers from an 
FTP/rsync/torrent/http site of ~2MiByte/s? to the computer?

Are you leaving the modem connected to the telco line and on for a few hours? 
I seem to recall the 2wire I worked with (~3 years ago) taking a while to work 
out a reliable transfer speed with the telco equipment.

[the following would not explain the 2701]
Do the modems let you set your expected computer connection, i.e, USB vs 
Ethernet? Could it be something as silly as 'if the user set connection to 
USB, do transfers at USB 1.1 speed'?
