It's in the Everything repository for a very long time, e.g:
http://download.fedora.redhat.com/pub/fedora/linux/releases/8/Everything/i386/os/repoview/pygpgme.html
Look in the right repository. Use
yum list pygpgme
or:
yum whatprovides pygpgme
or:
repoquery --whatprovides pygpgme
