It does. "Open Source" as intended by the OSI has a precise definition. The
intuitive meaning ("the source is open", i.e. it is available) is not
sufficient for a program to actually be Open Source.

Well, it has only 2 relevant meanings, one of which is the right one and one
of which is the wrong one. :-)

Unfortunately, "Open Source" isn't any less misleading as a term.
