on my system, it's in /usr/sbin/lsof. i'm guessing you don't have
/usr/sbin as part of your regular search path. a good way to track
down a command is, if the command also happens to come with the
package of the same name, then list the files in the package:
$ rpm -ql lsof
/usr/sbin/lsof
...
rday
