[Fedora-livecd-list] partial draft of a LiveOS_README.txt

LiveOS is far better; good call.  A README also sounds like a good idea.
Anyone want to volunteer to write one? :-)

 As the April 26 release date for F7 Test4 approaches, we have an
initial partial draft of a LiveOS_README.txt at:

Please help to complete and improve upon this.
