Yes, and put a line in the packaging guidelines/review process.

I also think having a -static package would be nice where possible.  It would 
be great to have a kind of dependency noted in the packages that use the 
static libs as well.  It could probably be somewhat automated, because said 
package should probably have a BuildRequire for the static lib anyway.
