I guess I'd rather have the server do something, but having the developer do it 
would be fine too I guess.  Note that I'm planning to revamp some of the 
state/stage stuff with PackageJob after I get back, and that may take care of 
this.

In the mean time, I'm sure Seth can figure something out?  But I'd caution 
against changing the job's state/stage to something else other than 'failed' at 
this point since a lot of code depends on that stage.  Maybe we just need a 
"show me in the UI" bit for each job in the job database that devs can set 
on/off.
