%doc package policy

Yes it is, at least with the current FC rpm configuration.  rpmbuild
marks everything in the following dirs automatically as documentation,
which is the same as if they had been explicitly marked with %doc in the
specfile (see build/files.c):
/usr/doc, /usr/man, /usr/info, /usr/share/man, /usr/share/info,
%{_docdir}, %{_mandir}, %{_infodir}, %{_javadocdir}

I guess you're actually referring to the special case magic %doc
directive which copies files from the buildroot to
%{_docdir}/%{name}-%{version} if the file paths that are its arguments
don't begin with a "/".  %doc has two meanings depending on its
arguments, and it is always written in the %files section of a specfile.
