It's each packager's freedom to avoid making his live easy.

Exactly.
There is no point in making "make DESTDIR=... install" mandatory, but if
a configuration supports it, there less reason not to use it.

Libtool is just an example of a tool of which some versions are using
"install-hooks". There exist many more.

Well, a lot of the FUD people spread on libtool stems from people facing
side-effects of %makeinstall ;)
Whether Fedora not shipping *.la's is a good decision or not is another
topic (IMO, this decision is a fault).
