Specifically

Hat also created the Fedora project to encourage the creation of an
entirely unrestricted Linux distro. "

In the context of the article, he seems to assume that Fedora is not a
trademark. Otherwise that comparison doesn't make sense. Of course,
Fedora trademark guidelines are more liberal being a community project
as opposed to a commercial product. That warrants a response IMO.
