CLooG is a software which generates loops for scanning Z-polyhedra. That is,
CLooG finds the code or pseudo-code where each integral point of one or more
parametrized polyhedron or parametrized polyhedra union is reached. CLooG is
designed to avoid control overhead and to produce a very efficient code.

Update Information:

Many new bug fixes and enhancement:          Import cloog_domain_scatter from
cloog trunk.          Fix memory leak          Make it compilable with a c++
compiler          Fix compilation with -Wc++-compat warning.          Fix
uninitialized configure variable          Add all the files generated by
autoconf.          Bump CLOOG_VERSION_REVISION to 5.          Add --with-host-
libstdcxx configure switch.          Include --with-host-libstdcxx at the end of
the LIBS list.          Use top_builddir, not builddir that is undefined.
Bump CLOOG_VERSION_REVISION.          Fix error when installing with
--excludedocs (Fedora #515929)

- Do not build from git snapshot anymore. Rather, got the tarball from
  ftp://gcc.gnu.org/pub/gcc/infrastructure/cloog-ppl-0.15.7.tar.gz
- The upstream tarball is named cloog-ppl, not cloog. Adjuted thusly.
- Use system libtool to disable standard rpath
- Do not try to touch the info file if it's not present. Closes #515929.
