Nope. You missed 3 lines you need to change from _libdir to the cups_serverbin: 

< rm -rf %{buildroot}%{_libdir}/cups/backend/*
< rm -rf %{buildroot}%{_libdir}/cups/filter/commandtocanon
< rm -rf %{buildroot}%{_libdir}/cups/filter/commandtoepson
---
> rm -rf %{buildroot}%{cups_serverbin}/backend/*
> rm -rf %{buildroot}%{cups_serverbin}/filter/commandtocanon
> rm -rf %{buildroot}%{cups_serverbin}/filter/commandtoepson

Can you change those and spin a -13 release?

If that looks good and builds ok, and given that we have now had some favorable 
comments from testers, I am ready to approve...
